Bakasi allocation contribute to the delay in implementation;
UN has been pressing Equatorial Guinea and Gabon to pledge
to resolve the sovereignty dispute over Gabon-occupied Mbane
Island and create a maritime boundary in the
hydrocarbon-rich Corisco Bay
